South East Water Corporate Headquarters
SJB Planning has successfully assisted South East Water Corporation with obtaining planning approval for the relocation of the company’s corporate offices to a new purpose built facility in Playne Street, Frankston, within the Frankston Central Activity District.
With an administration staff spread over existing offices located at Heatherton, Dandenong South and Lynbrook, South East Water Corporation (SEWC) undertook an extensive process to bring together the administration into one corporate headquarters. A number of sites were identified in a mix of locations across SEWC’s geographical zone including business park options, vacant sites on major arterials and sites within designated activity centres.
The key elements of the new building are:
- An eight storey building comprising of 11,707 square metres of office space and 546 square metres of retail space at ground floor level;
- A useable roof top garden and terrace for South East Water’s employees.
- Building sustainable ratings targeting a minimum 5 Star Green Star (as designed) and 4.5 star NABERS.
- Compliance with the current Victorian Government Office accommodation Standards and Guidelines.
Early on in the process it was identified that there was an urgency associated with securing planning permission for the project that could not be achieved using a ‘conventional’ planning permit process. This was influenced by the requirement to deliver the new building ready for occupancy by January 2015, SEWC’s exit from its existing premises and the required lead-times for detailed design and procurement of the project.An amendment to the Frankston Planning Scheme was required to enable the use and development of the land for a state of the art multi-storey commercial building, as sought by SEWC. SJB Planning facilitated the Minister for Planning’s approval of the project through a site-specific planning control, in collaboration with Frankston City Council.
SJB Planning’s advice and assistance has delivered planning permission for this significant and important project, working in a collaborative approach with SEWC, BVN Donovan Hill, the Council and Minister for Planning’s Department, in accordance with SEWC ambitious deadlines.
